Purpose:
The purpose of the SMART Program is to establish a statewide solar incentive program to encourage the continued use and development of generating units that use solar photovoltaic technology by residential, commercial, governmental and industrial electricity customers throughout the Commonwealth.
Note: The Program has not yet been announced, but is expected to be implemented in the summer of 2018
Description:
The SMART Program will support 1,600 MW of new solar generating capacity. The amount of capacity available in each Distribution Company’s service territory will be proportional to the total electric load served to Massachusetts End-use Customers by the Distribution Company in calendar year 2016. Each Capacity Block shall have a minimum of 20% and a maximum of 35% of its total available capacity reserved for Solar Tariff Generation Units with nameplate capacities less than or equal to 25 kW.
General Eligibility:
In order to be eligible for this program, your facility must use solar photovoltaic technology and be interconnected with the electric grid in the Commonwealth of Massachusetts. The aggregate maximum capacity of Solar Tariff Generation Units located on a single parcel of land is five MW. For any parcel of land for which a Solar Tariff Generation Unit has submitted a Statement of Qualification Application, if its current boundaries are the result of a subdivision recorded after January 1, 2010, the Owner must demonstrate to the Department that the subdivision was not for the purpose of obtaining eligibility as a Solar Tariff Generation Unit.
Compensation:
Base Compensation Rates are determined on a facility’s electric distribution company and Capacity Block. Eligible projects may chose to receive compensation for energy through one of three mechanisms: Net metering, Qualifying facility tariff or alternative on-bill crediting mechanisms (via the SMART Tariff). Additionally, there are four different types of Rate Adders including Location Based Adders, Off-taker Based Adders, Energy Storage Adders, and Solar Tracking Adders. Systems larger than 25 kW AC may qualify for one adder from each category and systems less than or equal to 25 kW AC may only qualify for the Energy Storage adder.
