FERC Dockets CP17-101-007 and CP20-49-001

Transcontinental Pipeline Company, LLC (Transco) applied to FERC for reissuance of previous Certificates to build the “Northeast Supply Enhancement” (NESE) gas transmission pipeline project. FERC Dockets CP17-101-007 and CP20-49-001. Since they asked for reissuance of previously granted FERC Certificates, they received expedited review.

In September 2025, FERC approved the Certificate of Public Convenience and Necessity. In November 2025, both NY and NJ granted 401 Water Quality Certificates to the project. Williams is now filing construction reports on Dockets CP17-101-007 and CP20-49-001, though as of late December 2025, construction has not started.


The project consists of two pipeline segments; one from Pennsylvania into New Jersey, and the other an offshore segment from the waters of New Jersey to the offshore hub at Rockaway, New York. It would bring 400,000 Dekatherms/day (Dkth/day) from the Pennsylvania to a National Grid pipeline system hub.
